This is often where superficially cheap implementations diverge. Messy or inconsistent source data can generate substantial internal labor beyond the vendor's migration fee.
I'd specifically ask vendors:
“Show us exactly what data migration work is included in your fixed implementation price, what our team must perform, and the price for each additional migration cycle.”
A vendor might say "training is included," but that doesn't mean training is free.
Calculate:
Training cost = vendor training fees + employee/manager time + HR/HRIS trainer time + materials + post-launch support
Compare:
Training and change management are distinct cost categories because poor adoption can simply shift the cost into help-desk tickets, workarounds, and rework.
Get a line-item estimate for every integration:
HRIS → payroll → benefits → finance → timekeeping → identity management → recruiting → other systems
Ask whether the quote includes:
An HRIS that requires substantial custom integration may have a dramatically higher lifecycle cost even if its license price looks attractive.
This is an important comparison that vendors often obscure.
If HRIS A can support your existing approval process through configuration while HRIS B requires customization or a process workaround, HRIS B has a higher implementation cost even if its quoted services fee is lower.
Score each system on:
The goal should be to avoid simply recreating inefficient legacy processes in the new system.
I would put a contingency/risk factor around the vendor estimate rather than treating the quote as a certainty.

The exact numbers aren't important—the methodology is. It prevents a vendor from winning simply because it has shifted more work onto your organization.
Don't stop at implementation.
Calculate:
3–5 year TCO = implementation + migration + training + integrations + subscriptions + internal administration + support + upgrades + expected price increases + replacement/retirement costs
Also include costs that occur because of the old system during transition—for example, maintaining the legacy HRIS for six months while the new system is being implemented.
The subscription price is only one component of HRIS economics; implementation, integrations, change management, internal labor, and ongoing administration can materially change the comparison.
Instead of asking:
“How much does implementation cost?”
ask each vendor to provide:
“For our defined scope, provide a fixed-price statement of work showing every implementation activity, deliverable, assumption, customer responsibility, excluded item, migration cycle, training component, integration, and post-go-live support item. Identify the price of every item that could generate an additional charge.”
Then put all vendors into the same cost model.

That will give you a much more defensible comparison than simply ranking vendors by implementation quote or PEPM price.
