That's a particularly clean match to the business model:

This could be particularly compelling for a fertilizer manufacturer, distributor, or retailer that wants the recommendation engine connected to its own product catalog.
The main caveat: its publicly described laboratory integrations are focused on Southern Africa, so I'd verify U.S. lab support before treating it as a direct competitor for an American retailer.
Soilynx is worth looking at if the desired output is primarily a prescription. Its Advisor Pro product is explicitly aimed at agronomists managing multiple farms and produces prescription exports with the co-op's branding.
TerraSiteRx, associated with A&L Canada Laboratories/Deveron, is also highly relevant: it is explicitly positioned for ag retailers and crop consultants, interprets soil data into fertility maps, and has customer evidence around more accurate fertilizer prescriptions. I don't see equally explicit public evidence that the entire platform is available white-label, though, so I'd classify it as “verify.”
Ninja Ag is another adjacent option: it offers customizable fertility algorithms, variable-rate nitrogen recommendations, applicator shapefiles and retailer-branded white-label reports. However, it's primarily an in-season N recommendation platform rather than a general soil-test interpretation engine.
If your underlying question is “Who could we license rather than build ourselves?”, I'd investigate them in this order:
One important distinction: white-labeling the user interface/report is not the same as white-labeling the agronomic decision engine. For an ag retailer, I'd specifically ask each vendor whether the retailer can control soil-test correlation/calibration rules, crop/yield goals, nutrient removal assumptions, fertilizer products/blends, regional agronomic rules, agronomist overrides, and prescription export formats. Those capabilities determine whether you're actually buying a recommendation engine or just putting your logo on someone else's report.
